The legal picture

Texas Transportation Code Chapter 551 applies statewide: golf cart road use is authorized inside qualifying master planned communities, on beaches, and on roads posted 35 mph or less within five miles of where the cart is normally parked, plus whatever broader authorization a city or a qualifying Gulf-bordering county grants. We were not able to confirm a specific Kemah golf cart ordinance beyond that state framework at the time of writing.
